When you DO NOT need a permit

The city does not publish a clear list of permit-exempt activities for this trade. Confirm directly with your local building department before starting work.

Required permits and forms

  • Construction permit for remodels or additions
Required for remodels and additions including garage/carport construction or conversion, porch enclosures, demolition, patio covers, fences/walls, and other construction projects. See the Residential Single-Family Construction Permit Guide (dsd_trt_pdf_00823.pdf).
  • Application submitted via SHAPE PHX portal
Phoenix's permitting system (SHAPE PHX) is live for residential single family projects. Applicants must create a new user account in SHAPE PHX. Some legacy projects may continue in PDD Online and ProjectDox.
  • Residential photovoltaic (solar) submission via dedicated email
All Residential PV Solar submissions go to pdd.photovoltaic.residential@phoenix.gov (only relevant if remodel includes solar).
  • Plot plan
Plot plans are referenced as a common project document (dsd_trt_pdf_00285.pdf). Specific applicability to a given remodel is not stated on the fetched pages.
  • Residential plan review appointment (for custom homes, ADUs, additions/remodels, repairs or replacements)
Appointments are available (not stated as mandatory) for addition and/or remodel projects through the Residential Projects appointment system.

Scrape notes: Well-sourced: list of permit-triggering remodel/addition project types, SHAPE PHX portal as the application channel, residential building contact info, and PV solar submission email. Gaps: the fetched pages do not contain fee amounts or formulas, do not state typical plan-review or permit-issuance timelines, do not enumerate 'no permit required' exceptions (the Residential Single-Family Construction Permit Guide PDF (dsd_trt_pdf_00823.pdf) would likely contain the authoritative exempt-work list but was not fetched), and do not describe Arizona ROC/contractor license requirements. Per Arizona statute, contractor licensing is handled by the Arizona Registrar of Contractors at the state level rather than the City of Phoenix, but that detail is not on the fetched Phoenix pages so it is left null. The exception_list is empty because no exemption language appears in the fetched HTML; this is a known high-value gap that requires fetching the linked Permit Guide PDF to populate accurately. The fetched HTML also contains a forward-dated SHAPE PHX commercial release note ('Effective April 27, 2026') which is consistent with today's date 2026-06-07.
